An important question is whether a school can become effective by successfully adopting an effective externally developed program, or a certain amount of "reinventing the wheel" is required, school by school. Finally, the standardized tertiary trauma survey is vitally important in the detection of clinically significant missed injuries and should be included in trauma care. Cultural and linguistic competence requires a thoughtful multi-level, multi-systems response that integrates policy and practice improvements and makes use of organizational assessments of cultural and linguistic competence, training, and quality assurance reviews, such as Child and Family Services Reviews, to promote shared accountability.
